State crimes are prosecuted in state court by the state of California. Federal crimes are prosecuted in federal court by the United States Government through the United States Attorney's office.

The prosecutors in the United States Attorney's office are more experienced than say prosecutors than say in most circumstances. And most importantly the penalties in federal court are much more severe than in state court. The process and procedures in federal court vary drastically from state court.
