Holly Ramos, 40, and her husband, Frank Haverly, 40, hired Keith Phillips to kill Ramos's mother to possibly prevent her from becoming a foster parent to their young children. Phillips posed as a Department of Children and Family Services employee to convince the victim to let him into her home. Phillips began to attack the victim with a blunt metal object and attempted to suffocate her.
Phillips assumed the victim would die from his violent attack and returned to Monterey County. The victim was transported to the hospital in critical condition. DNA evidence led detectives to Phillips. After a week long investigation, detectives determined that Ramos and her husband met with Phillips to plan out the would-be murder. The suspects face attempted murder charges and each are being held on $25 million bond.
